Yes you can get a free domain name. 
This website is providing free domain names for everyone. Yes absolute free but there is only a single demerit you can only get a domain with .tk in last. e.g. 

Registering Your Domain
Open on your browser and click on login at the top right corner of the screen. You'll see the login page you can create an account there and you can also login with your facebook account or other social networks account which are given there this will save your time. 
Once you have created an account; login to your account and you will be redirected to the mydottk page. 

Step 1: Click on go to domains. 

Step 2: Click on Add a domain.  Write the domain name you want and click on add a new domain at left. Then mark the free domain option and click on next. 
Step 3: At the current web address type the web url at which you want to redirect your domain, it can be your blog address if you want to set the domain name to your blog. 
Setting Up For Your blogger
Step 1: On go to the domain panel and click on modify in the domain which you have registered. A new window will open just copy the following configuration and Click on Save. 

Step 2: Go to your blog and click on settings from the left menu bar. Under publishing click on add a custom domain. 
Step 3: You will be asked to buy a domain for your blog; avoid that and simply click on switch to advanced settings. 
Step 4: Write the domain that you registered at and click on save. You'll see an error and will be asked to verify your authority for this domain. Now you will get a new host name and ip address generated from your blogger account. The data under red rectangle.
Again go to modify and add a new CNAME Record with the details generated, and click on save. 

Step 5: Now the final step; once you have created the last CNAME Record wait for about 5 minutes and again try to add your custom domain to your blog.

Note: You can find paid domains also on their website. The free domains are having certain limitations you can know on the website
